Suggestions on how to make a town seem dark and unsafe?

well, you could start by describing the general public in the town like their appearance for example the stall keeper was slumped forward leaning against his stall with a steel glint in his eye staring at the large pouch of money hanging from a passer by while his gnarled hand went towards his dagger hidden in the folds of his boot. or maybe describe the appearance of the buildings or while your character is walking down the street describe a scene where you see a young lad walking by stealing out of a cup belonging to a street begger to pay his entrance into a brothel or something along those lines.
