Could not initialize photoshop because of not enough memory (ram)?

my photoshop CS was freshly installed. it wouldnt load completely bec gave an error "could not initialize photoshop becasue of not enough memory (ram). i tried to delete the program but it wouldnt let me. it sent an error message too.
