Is this normal during summer and winter?

it seems like a lot of guys at my school wear athletic shorts for underwear during winter - they dont take of their pants and during the locker room you can tell that they have no underwear under their shorts. also, during summer, it seems like guys wear athletic shorts under boardshorts or two layers if athletic trunks as swim trunks. is that normal?
